Our department oversees the Direct Marketing Program, which facilitates the sale of certifiable agricultural commodities directly from producers to consumers through Certified Farmers’ Markets (CFMs). This program provides consumers with access to fresh, locally grown produce while offering farmers alternative marketing opportunities to connect directly with their communities.
To participate, producers must obtain a Certified Producer Certificate (CPC), which is issued by our department after a thorough process. Agricultural inspectors conduct on-site field inspections to verify that the producer grows what they sell and ensure compliance with state and local regulations. Once verified, VCAWM provides embossed copies of the CPC to the certified producers, allowing them to display these at CFMs for transparency and consumer confidence.
To maintain product integrity, we collaborate with CDFA and other County Agricultural Commissioners (CACs) across California to ensure compliance with direct marketing regulations and to verify production when needed.
Additionally, we inspect CFMs throughout the year to maintain the integrity of the markets and ensure adherence to state and local standards. Through these efforts, our department supports the agricultural community by promoting direct sales, safeguarding the quality of certifiable agricultural commodities, and enhancing consumer trust in locally produced goods. This collaborative approach benefits both producers and consumers, fostering a vibrant and sustainable local food system in Ventura County.

Who is required to be a certified producer?
A grower that wishes to sell fruit, vegetables, nuts, honey, eggs, cut-flowers or nursery stock of his production at a Certified Farmers’ Market, must obtain a Certified Producer’s Certificate (CPC) from a California Agricultural Commissioner.
How can I obtain a Certified Producer Certificate?
Complete an application listing the agricultural products that you produce and wish to sell along with the sites where you are growing and storing the products. If you are leasing the property you must submit a notarized copy of the lease. An Agricultural Inspector will contact you to set up an appointment to inspect your growing grounds. The certification fee is an hourly rate and includes the inspection and certificate. You can find the application under “Forms & Data” or using the link above. You can view all department fees here.
What am I required to do once I become a certified producer?
You can sell agricultural products certified as your own production and listed on your certificate. Some Certified Farmers’ Markets allow certified producers to sell for up to two other certified producers in the certified section of a Farmers’ Market. You are required to follow all Direct Marketing laws and regulations including displaying your certificate at your sales location at the market. All changes in production sites and / or agricultural products produced must be reported to our office to update and amend your certificate.
Will I be inspected as a certified producer?
Agricultural inspectors inspect growing grounds once for new and annual renewals, and any time an amendment is needed. This is to ensure that you are selling agricultural goods produced by you.
What happens if I am issued a violation when the inspectors come to the Farmer’s Market?
Violations of the regulations pertaining to Direct Marketing are rated as minor, moderate or serious and can result in fines up to $1000 per violation and suspension of your certificate to sell at the farmers’ market for up to 18 months.
