Weights & Measures
The Weights and Measures division is essential in maintaining fairness and accuracy in the marketplace. It ensures that products are properly labeled, priced, weighed, and measured, fostering consumer confidence in their purchases. Commercial weighing and measuring devices, including scales, gas pumps, and meters, are regularly inspected to guarantee accuracy and protect both consumers and businesses. The division also enforces laws related to quantity control, such as price verification and packaging, Weighmaster compliance, and the quality and measurement of petroleum products. Consumers are encouraged to report concerns about inaccuracies or potential fraud—such as scanner pricing errors, mislabeled packaging, or faulty devices. This helps to uphold transparency and accountability in all transactions, on all ends.

For New Registrations or Changes to Existing Registrations
For new registrations or changes to existing registration: If you are a new business using a commercial device, scanner or are a commercial packer or if there are any changes including billing address, contact information, device number/type, number of scanners, please complete and submit the registration form. Send the completed registration form to us via mail or email. Registration fees help offset the cost of inspection of these devices, scanners, and packages.



Devices
All commercial weighing and measuring devices used to calculate charges based on weight or measurement, or to establish the price of a commodity, are registered and tested for accuracy. Devices are affixed with a seal upon demonstration of compliance with accuracy tolerances and suitability. Devices out of tolerance in favor of the device owner are prohibited from use until calibrated by a licensed Registered Service Agent. All commercial weighing and measuring devices must be type approved.
Measuring Devices
Devices include commercial retail gasoline meters, electric vehicle charging stations, water vending machines, and submeters (water, electric, vapor) among others.
Weighing Devices
Devices include grocery and deli scales, truck scales, platform scales, jewelry scales, hopper scales and a wide variety of other scales.


Packaging (labeling & net quantity) Inspections
Test purchases of packaged products are conducted to verify, using statistical methods, the accuracy of the products’ weight, count, or other measurement statements, and for proper labeling. Commercial packers (more than 10,000 packages) are inspected for quantity and labeling requirements.
Price Verification Inspections
Price verification and scanner inspections are conducted at stores that use barcode or price look-up systems at checkout to ensure accurate pricing. These inspections verify that consumers are charged the lowest advertised or posted price. If a store fails an inspection due to an overcharge at the register, immediate corrections are required, and enforcement actions, including fines, may be imposed to ensure compliance.


Registered Service Agent
A licensed registered service agent (RSA) can sell, install, service, or repairing/calibrating commercial weighing and measuring devices. RSAs are required to notify the Sealer of the installation or repair of any commercial weighing and measuring device. The California Department of Food and Agriculture-Division of Measurement Standards licenses Registered Service Agents.
Petroleum
Inspections and sampling of fuel and lubricants are performed for quality standards. Inspection of price signs and labeling at gas stations are performed for uniformity and compliance with state law.
Weighmaster
Weighmasters are responsible for certifying the weight, measurement, or count of various commodities, including those processed at truck scales and recycling centers. Inspections and test sales conducted by weighmasters ensure accuracy, compliance with state laws, and fairness in commercial transactions.
