Industrial Hemp Registration

The Industrial Hemp Program ensures that registered hemp growers and breeders comply with California and federal industrial hemp regulations. In Ventura County, all industrial hemp must be cultivated by a registered California hemp grower or breeder and harvested with a Δ-9 THC content of 0.3% or lower.

Ventura County Agriculture/Weights and Measures (VCAWM) inspectors assist growers and breeders with registration and are federally certified to test plants before harvest to verify compliance. Noncompliant crops must be destroyed. Additionally, VCAWM conducts spot inspections to enforce adherence to regulations.

To register as an industrial hemp grower or producer in Ventura County, you must submit the CDFA packet to receive a license.

Completed forms, including FBI background checks for all key participants, should be submitted to the Ventura County Agricultural Commissioner’s office. To ensure smooth processing, all forms must be filled out completely and accurately.
