Environmental Resources

In addition to its regulatory programs, the Agricultural Weights and Measures (AWM) department manages several initiatives to support and protect Ventura County’s agricultural industry. Overseen by our Environmental Resource Management (ERM) Division, these programs include administering the County’s Land Conservation Act (LCA) program to preserve agricultural viability, providing staff for the Agricultural Policy Advisory Committee to advise on agricultural policy, and overseeing programs tied to the Ventura County 2040 General Plan Agricultural Element.

We also work with the County’s Office of Emergency Services to manage the Agricultural Pass Program, ensuring farmers and ranchers can access their properties during emergencies. Additionally, we mediate “Right to Farm” complaints, assist the Ventura County Planning Division in reviewing discretionary permit requests for potential agricultural impacts, and collaborate with the USDA Farm Service Agency to assess agricultural damage during disasters.

Through these initiatives, we aim to promote sustainability, resilience, and the long-term success of Ventura County’s agricultural sector.

Agricultural Policy Advisory Committee

The Ventura County Agricultural Policy Advisory Committee (APAC), established in 1976 and revised in 1988 and 1996, advises the Board of Supervisors on agricultural matters. Each Supervisor appoints one agricultural community member, with the Agricultural Commissioner serving as an Ex-Officio Member. APAC reviews Land Conservation Act applications, zoning, and regulations affecting agriculture, allowing farmers and the public to provide input during meetings.
